The City of Blaine Public Works Department wishes to inform the public that RAM Construction, under contract with the City of Blaine, will be performing utility work, adding pedestrian facilities, and reconstructing Hughes Ave between Odell Road and Peace Portal Drive. Due to water main work associated with this project, there will be scheduled water outages for customers within the vicinity. Property owners will be notified prior to the planned outages.

The Project will begin April 8, and is anticipated to be to take 5 months to complete. Drivers can anticipate intermittent detours and delays throughout construction.

The project is a complex reconstruction effort including roadway realignments, bridge work, railroad coordination, and other road and utility work. The project is funded using Federal Highway grant money and assistance from the Washington State Traffic Improvement Board. “We’re looking forward to start construction. The roadway needs
improvement, plus we can better accommodate freight and pedestrians with this project,” said Benjamin Kuiken, Civil Engineer for the City of Blaine.

The City of Blaine Public Works Department provides this information as a public service; it is based on the current available information. There will be road closures at different areas of the project and detours will be in place as the construction progresses. The public is requested to use caution and avoid the area whenever possible.

Motorists are reminded that weather and road conditions can change rapidly and should plan accordingly. Drivers, bicyclists, and pedestrians encountering the construction area are encouraged to avoid the area if possible, and asked to
be patient, proceed with caution, follow all traffic signs, and obey flaggers at all times. Planned road closures and restrictions are necessary to allow for a variety of work including reconstruction of the roadway, installing sidewalk, bridge retrofits, and utility work. Dates, times, and work locations are subject to change due to inclement weather, work phasing, and last-minute changes in work schedules.

The Public Works Department is responsible for the operation and maintenance of all city utilities (Water, Wastewater, Stormwater, Electrical services) as well as repair and maintenance of streets and public facilities. We also provide support for civic functions and special events and participate regularly in community enhancement projects and activities.
